1),It is easy to get your contacts back, provided that you have the contacts backed up before.

(a), Restoring contacts from iTunes backup. Simply run iTunes and connect your iPhone to the computer, then navigate to File > Devices > Restore from Backup.
(b), Recover from iCloud backup. Log in your iCloud account and then go to Setting > General > Reset > Erase All Contents and Settings, and then click "Restore from iCloudBackup".
(c), Another simple as well as free way is retrieve and extract data from iTunes backup by 3-rd party tool. Some iTunes Backup Extractor works well. As I know, It seems only Jihosoft iTunes Extractor is free. You can search in google and have a try. It can freely extract contacts without connecting iPhone to the computer.

2), As you didn't have your iPhone data backed up. If you synced contacts with Facebook or Twitter before, it has great possibility to recover deleted contacts.

If by any chance you failed in above ways, I guess you have to buy the paid tools/software to get the contacts back. Or you can try Pro. version of Jihosoft iTunes backup extractor.

As I know, the deleted data still store in iPhone, if they are not be overwritten, you can restore iPhone data directly, but you need some iPhone Recovery programs for help, this way is for the user have no backup, if you backup your data with iTunes before, then recover deleted data from iPhone will be simply, follow the step.
Click the File menu and select Devices > Restore from Back up.
Or
Open the iOS device's Summary tab. There are two ways to access this:
Click the device button in the upper right corner. (If viewing the iTunes Store, click the Library button in the upper right corner. The device button will then be visible.)
From any view in iTunes, click the View menu and select Show Sidebar. Select your iOS device in iTunes under Devices.
Click the Restore Backup button.

Free Way to Recover iPhone Contacts
If you have backed up your iPhone with iTunes, you can easily get contacts backup, cause iTunes keeps a separate file of iPhone, which is unreadable.

Try This Way
Do you have backups available on iTunes or iCloud? You actually can restore your Lost Contacts from iTunes/iCloud backups with easy steps according to Apple Support - Restpre from a Backup.

Method 1. Restore from iTunes Backup.
Launch iTunes and connect iPhone to it, then go to "File" > "Devices" > "Restore from backup".
Method 2. Restore from iCloud Backup.
Reset your iPhone via "Settings" > "Reset" > "Erase all contents and settings". It will prompt you whether to restore data from iCloud.
Method 3. Restore right from iOS device.
Download iPhone Data Recovery, perform scanning and then choose found data to recover.

Please note that if you're trying to restore data from iTunes or iCloud backups, current contents on your iPhone will be overwritten.
It's recommended to try on iPhone Data Recovery, for this software can not only restore previous iTunes/iCloud backup without overwritting the existing data, but also recover data right from iOS device itself.
